Pakistan is in the midst of a large-scale disaster, affecting 20 million people, due to flooding. Three weeks ago, Richard Garfield coordinated the UN's needs assessment survey to determine initial humanitarian and recovery needs there. He will report on this survey, along with the UN system's evolving practice of multisectoral combined needs asessments during emergencies.
